Best Political Writing

By Alison Loat

Until now, there was no known list of the great books about politics in Canada. Reading books about politics is a great way to get engaged in civic life, so it seemed unusual that there was no catalogue of the best political writing in this country.

Thanks to help of Samara readers, who sent over 100 submissions, we've sought to rectify that oversight.  Below is an initial list of the best of Canada's political writing, which we hope will become a resource for citizens who want to learn about the contours of our politics.  You can scroll down to see it in its entirety or browe by category. We will continue to refresh the list with your suggestions, so please add them in the comment section at the bottom of this page.

We hope this will inspire you to pick up a book on Canadian politics. To help you along, we'll provide you with a chance to win one. Every other Monday, starting on July 19 2010, we will supply a quote from one of our MP exit interviewees and ask you to guess who said it. We'll choose one winner from the correct guesses and send you a book of your choosing from this list, gratis. Follow our blog or our our Guess Who? contest page for more information.

Political Fiction

As few have written fictional accounts of Canadian political life, several suggested works that include aspects of Canadian politics and some of the suggestions were creative, like Michael Ondaatje's classic "In the Skin of a Lion," a book "clearly about power." In that spirit, we hope others will add to this list.

  3. Fallis, Terry, "The High Road"
  4. Gardiner, Scott, "King John of Canada"

  13. Salutin, Rick, "Les Canadiens"

Provincial Politics

We added this category after receiving suggestions of books from four provinces: Ontario, Quebec, Saskatchewan and Nova Scotia. Can anyone suggest others to round out the picture?  And any suggestions on the territories?

Here's my list, which leans decidedly to 1980s-era politics and, full disclosure, some good friends. (I've also tried not to duplicate)

One-Eyed Kings by Ron Graham (beautiful, beautiful writing)
Harper's Team, by Tom Flanagan (important insights, should be on everyone's desk while Harper's in power)
Brian Mulroney by Brian Mulroney (best prime ministerial memoirs ever)
The National Deal, by Robert Sheppard and Michael Valpy
Spin Wars by Bill Fox
Reign of Error by Greg Weston
Playing for Keeps, by Graham Fraser
Mark my Words, by Marjorie Nichols/Jane O'Hara
The Dark Side or The Life, by Steve Paikin
The Secret Mulroney Tapes, by Peter C. Newman

1. Christina McCall, "Grits"
2. John Duffy, "Fights of our Lives" (I'm surprised to be the first person to name this marvelous book)
3. Jeffrey Simpson, "Discipline of Power"
4. Jean-François Lisée, "Le Tricheur"/"Le Naufrageur"
5. Donald Creighton, "The Young Politician" / "The Old Chieftain"
6. Tom Kent, "A Public Purpose"
7. Robert A. Young, "The Struggle for Quebec" (an odd fit; it's not journalism or memoir, but if Quebec secession ever rears its head again, this UWO prof's updated treatise will again deserve a broad audience)
8. John Ralston Saul, "Reflections of a Siamese Twin" (by a nose over the same author's "A Fair Country")
9. Rick Salutin, "Les Canadiens" (It's a play. Sue me.)
10. Robert Mason Lee, "One Hundred Monkeys"

On the Take: Crime, Corruption and Greed in the Mulroney Years, by Stevie Cameron - in view of the Oliphany inquiry it has become interesting to re-read.

The Dark Side by Steve Paiken

War at the Top of the World by Eric Margolis, though not specifically about Canada is both Canadian and relevant to us at least until we resolve our position in Afghanistan.

I'm now going to Chapters to pick up some of the recommended readings...

Surprised that no one has mentioned The Northern Magus by Richard Gwyn, but delighted to see One Hundred Monkeys by Robert Mason Lee on Paul Wells's list.

One Canadian political novel that I loved was Macdonald by Roy MacSkimming. A great work of historical fiction with lots of mentions of my hometown - Kingston!

A little surprised that nobody's mentioned Ramsay Cook's "The Teeth of Time: Remembering Pierre Elliott Trudeau" yet. Probably the most candid and insightful Trudeau memoir of them all.

My favourite has always been 'Not Without Cause: David Peterson's Fall From Grace', by Georgette Gagnon and Dan Rath.

Just a great book about Ontario Politics and campaign personalities.

Here are some nominees.

Game Theory and Canadian Politics  by Thomas Flanagan. Imagine Harper's Team with no characters or plot, just straight theory. Some of the examples he uses are a little wonky (you will quickly realize just how right-wing Flanagan is). But it's solid academic work, and a great primer for strategic thinking.

Letting the People Decide by Richard Johnston. The 1988 election is one of the greatest in our history, and this is the required reading on that election. Johnston reveals the day-by-day changes and megatrends of the campaign while placing it firmly in the history of Canada. He writes in a style that is far easier to digest than most academic texts.

Bastards and Boneheads  by Will Ferguson. I love this book. It's funny and thoughtful and provides the best pocket tool for understanding what kinds of leaders will succeed in Canada (bastards) and what kinds will fail (boneheads).

Straight From The Heart by Jean Chretien (and Ron Graham). How autobiography should be: honest, self-aware and inspiring. Miles better than "My Years as Prime Minister."

The Skin of a Lion by Michael Ondaatje. While there are no elections or legislatures in this book, it is clearly about power. This novel of the migrant experience in Toronto between the wars brings to life the struggles of New Canadians. Murdered labour leaders, public mega projects, police suppression and terrorism all figure prominently.

Sunshine Sketches of a Little Town by Stephen Leacock. The chapter on the election sticks with me as one of the best primers on how local politics in Canada works.

Warren Kinsella`s The War Room should be on the list, it`s excellent. Also, I just finished David Wilson`s bio of D`Arcy McGee, volume one, which is a must read. Also, Careless`s two volume Brown of the Globe rivals Creighton`s Macdonald bio.

I'm a little surprised that no one has suggested Navigating a New World: Canada's Global Future by Lloyd Axworthy.  [Hardcover, 2003, Knopf Canada. ISBN 0676974635 / ISBN13: 9780676974638 | Paperback, 2004, Knopf Canada. ISBN 0676974643 / ISBN13: 9780676974645]

The former deputy prime minister and foreign minister addresses a broad and complex interplay of factors that contribute to human security, and prescribes specific reforms and a hands-on approach that can help Canada offer ideas, resources and skills to promote practical, peaceful solutions to the world's problems.

There is a noticeable lack of histories/biographies of Canadian women on this list. As a start, I suggest:

Ten Thousand Roses: The Making of a Feminist Revolution, Judy Rebick, 2005.

Canada: Portraits of Faith, Michael D. Clarke, 1998.

Canadian Women: A History, Alison Prentice, et al., 1996.

My Seventy Years, Martha Black, 1938.

Granted, the following title was not published yesterday, but no doubt it would enrich the "Culture and Practice of Politics" category.  For if there was ever a time when society and its "leaders" need a wake-up call (not to mention a couple of well deserved slaps), now would be it.

Preston Manning's "The New Canada". Although the influence of this book reached into all the categories, I suppose it should be listed under Political Biographies.  Given Fantino's election and the Harper government's stance on Crime and The Charter of Rights and Freedoms, many Canadians will need to read "The New Canada" to know exactly where the CPC is coming from.  This book is as relevant today as the day it was written and is likely the most political of all the books listed above...

I have read adn enjoyed many of the political books either on Samara's initial list or on the lists added by your various correspondents and I. too, recommend them to anyone who wants to understand better the Canadian political and historical scene.

Though there are several other books that would benefit the interested reader, I shall here add only one, namely, Patrick Monahan's "Meech Lake:  The Inside Story."  Terrible title.  Entertaining and exciting book.

Monahan is now dean of Osgoode Hall Law School in Toronto and was part of the Ontario delegation during teh 1987 - 1990 Meech Lake discussions and meetings.  He is also a good storyteller.  Despite the book's ponderous and sleep-inducing title, the book reads like a fictional political thriller that is based on real events.  Monahah informs, educates, entertains, excites, gives hope and depresses while moving the story along at just the right pace.  Monahan shows how close Canadians came to getting past the several political, social and emotional hurdles that have bedevilled this country since Confederation.  One comes away with a far greater understanding of the issues and people involved.  Canadians (especially those who lived through the final episode in 1990) know the outcome of this story, but Monahan tells this well-known story so well and instills such a feeling of hope that readers will find themselves wishing, "I know what history says happened, but, dear God, please let it be different this time !"

This book was written in 1991.  That is,before the Charlottetown fiasco; before the implosion of the federal Progressive Conservative Party; before 1995 Quebec referendum.  These make the last two chapters especially significant, poignant and frightening.  In "Why Did Meech Lake Fail" and "The Way Ahead," Monahan's analysis and comments accurate, complete and still relevant.  For example, he lists several things that Canadians citizens and politicians should do and should not do, explains why and then explains what the outcomes will be if they follow or do not follow his to do/not to do lists.  History shows that we (i.e., both citizens and politicians) then did almost everything that Monahan said not to do and that we did almost none of the things that he said to do.  The results were as he predicted:  the alienation of citizens from the political system, the estrangement of French- and English-Canadians, the strengthening of the Quebec separatist movement and the near-extinction experience of the 1995 Quebec referendum.

The problem is that we Canadians are still following some of the patterns that caused and continued the foregoing problems and are still ignoring much of Monahan's excellent advice.
